European Coalition for Just and Effective Drug Policies

ENCOD is a pan-European civil society network founded in 1993 to promote fair and evidence-based drug
policy reform in Europe. We advocate human rights, public health, and responsible regulation while
challenging ineffective prohibition. Through advocacy, research, and cooperation, ENCOD works to develop
balanced drug policies across Europe and internationally.

  • ENCOD promotes Educate Not Lie by supporting honest, evidence-based information on drugs, countering misinformation, and encouraging open dialogue that respects reality, science, and lived experiences.

     

  • ENCOD works to develop safe supply chain models, promoting regulated production and distribution that reduce risks, ensure quality, and replace illicit markets with accountable, transparent systems.

  • ENCOD supports Support Don’t Punish by advocating health-centered approaches, opposing criminalisation, and promoting policies that prioritise care, harm reduction, and human rights over punitive responses.
