policy reform in Europe. We advocate human rights, public health, and responsible regulation while
challenging ineffective prohibition. Through advocacy, research, and cooperation, ENCOD works to develop
balanced drug policies across Europe and internationally.
ENCOD strengthens civil society engagement, connecting organisations and experts to advance human rights, public health, evidence-based drug policy.
ENCOD promotes policies respecting human rights, prioritising public health, reducing harm, and supporting open evidence-based dialogue.
ENCOD commits to cooperation, transparency, and evidence-based development, supporting dialogue between civil society policymakers.
ENCOD brings together experts, organisations, and advocates across key drug policy areas. By aligning knowledge, experience, and coordinated action, we strengthen harm reduction and advance evidence-based drug policy reform grounded in public health and human rights.
ENCOD works to advance drug policy reform by promoting fair, effective, and evidence-based approaches. We support policies grounded in human rights, public health, and social realities, encouraging dialogue, cooperation, and legislative change across national and international frameworks shaping drug policy.
ENCOD promotes harm reduction as a central pillar of drug policy, supporting measures that reduce health and social risks. We advocate evidence-based approaches, safer use practices, and inclusive policies that prioritise dignity, public health, and the real needs of affected communities.
Cannabinoids are reshaping how Europe approaches cannabis, from THC and CBD to emerging variants. Within this field, ENCOD brings together advocates and experts working toward fair regulation, public health, and sustainable cannabis markets grounded in human rights.
From pharmaceutical use to traditional plants like coca leaf and khat, stimulants sit at the centre of complex social and political realities. ENCOD connects voices and expertise to push for harm reduction, legal clarity, and drug policy that reflects lived experience and evidence.
Access to essential medicines like morphine and codeine remains a global challenge shaped by inequality and control. ENCOD works to ensure policies protect both access and dignity, advancing approaches that reduce harm and strengthen public health in real-world contexts.
Psychedelics are re-emerging through research, culture, and community practice. ENCOD engages across these spaces to support responsible frameworks, protect cultural knowledge, and help shape drug policy that evolves with science and society.
ENCOD’s campaigns bring together civil society, experts, and communities to drive change in drug policy. Through advocacy, awareness, and cooperation, we promote human rights, public health, and evidence-based approaches, turning shared knowledge into collective action across local, national, and international levels.
ENCOD supports Grow Your Rights by advocating personal cultivation, community models, and fair regulation, empowering individuals and collectives to participate responsibly in cannabis policy development.
ENCOD promotes Educate Not Lie by supporting honest, evidence-based information on drugs, countering misinformation, and encouraging open dialogue that respects reality, science, and lived experiences.
ENCOD works to develop safe supply chain models, promoting regulated production and distribution that reduce risks, ensure quality, and replace illicit markets with accountable, transparent systems.
ENCOD supports Support Don’t Punish by advocating health-centered approaches, opposing criminalisation, and promoting policies that prioritise care, harm reduction, and human rights over punitive responses.
ENCOD connects organisations, activists, researchers, and professionals working to advance responsible drug policy reform. Since 1993, the network has strengthened cooperation across Europe, encouraging dialogue, shared knowledge, and coordinated civil society action supporting fair, balanced, and evidence-based approaches to drug policy.
