ENCOD is a pan-European civil society network founded in 1993 to promote fair and evidence-based drug
policy reform in Europe. We advocate human rights, public health, and responsible regulation while
challenging ineffective prohibition. Through advocacy, research, and cooperation, ENCOD works to develop
balanced drug policies across Europe and internationally.
We contribute to European and international policy processes by providing expert input, legal analysis, and evidence-based recommendations to decision-makers and regulatory institutions.
We coordinate public campaigns and member-led initiatives to raise awareness, challenge harmful legislation, and promote fair, humane, and socially responsible approaches to drug regulation.
We develop and share research reports, educational tools, and practical guidance to support advocacy, compliance, and responsible drug policy work at community, professional, and institutional levels.
Cannabinoids are reshaping how Europe approaches cannabis, from THC and CBD to emerging variants. Within this field, ENCOD brings together advocates and experts working toward fair regulation, public health, and sustainable cannabis markets grounded in human rights.
