PROPOSAL FOR DIALOGUE ON DRUG POLICY

The European Commission is planning to start up a dialogue
process with civil society on drug policy this year. In the month of
september 2007, a budget of approx. 1 million EURO per year should
become available for citizens’ associations to take part in a dialogue
structure.

ENCOD believes it is important that all civil society associations
involved in this process, whatever their ideological background is,
are invited to this dialogue. We present the following proposal to the concrete form this dialogue should take.

EUROPEAN COMMISSION SETS UP DIALOGUE PROCESS

In the end of June 2006, after many years of lobbying by ENCOD and others to establish a forum for dialogue between civil society and authorities in the European Union to discuss the impact of current drug policies, the Drugs Coordination Unit of the European Commission (DCU) produced a Green Paper on the upcoming dialogue with civil society on drug policy in Europe, asking for comments to be sent in before 30 September.

DECLARATION “THE ROAD TO VIENNA 2008”

On November 7th, 2006, at the Conference “The Road to Vienna 2008” that took place in the European Parliament in Brussels, the following declaration has been agreed upon with the support of Members of the European Parliament from two political groups (GUE/NGL and GREENS) and representatives of more than 50 NGO´s, as well as local and regional authorities from around Europe and beyond.
