Je ne me réjouis pas quand une personne est incarcérée, mais l’arrestation par la police du Dr Giovanni Serpelloni, l’ancien chef du département italien de lutte contre les stupéfiants, le DPA, vaut quelques commentaires. Il n’était pas seulement un ami proche de ses homologues américains qui – après la volte-face des Républicains envers le président Obama – ont essayé de se recycler dans le domaine des politiques des drogues et dans la recherche conjointe italo-américaine, qui a également été largement financée. Il voulait aussi donner aux gens une leçon venue d’Italie : « Ne plaisantez pas avec les prohibitionnistes. Nous vous surveillons ! »

Joep Oomen – Muerte de un activista
El 18 de marzo murió Joep Oomen, coordinador de la Coalición Europea por Políticas de Drogas Justas y Eficaces (ENCOD) desde su formación, en 1993. Su honestidad y perseverancia, unidas a una capacidad de trabajo y dedicación difíciles de superar, iban a la par con la vehemencia con la que defendía su postura y su intolerancia ante la hipocresía de políticos que en los pasillos apoyan la causa de la regulación, pero eluden hacer declaraciones o mostrar apoyo público.
Serpelloni, i reati e le responsabilità
L’arresto dell’ex zar antidroga Giovanni Serpelloni ora dirigente dell’Asl 20 ma fino al 2014 a capo del Dipartimento Politiche antidroga (Dpa) della Presidenza del consiglio dei ministri e uomo di fiducia degli onorevoli Giovanardi e Gasparri, è qualcosa di più di una chiamata di responsabilità del singolo. Molte delle associazioni e realtà impegnate nel sistema di intervento sulle dipendenze, tra cui il Coordinamento delle comunità di accoglienza, Forum droghe, Antigone ed altre, avevano da anni segnalato oltre ad un indirizzo ed un approccio ideologico e fortemente proibizionista alla questione droghe, anche chiare irregolarità e forzature ideologiche nella gestione dei fondi di quegli anni del dipartimento antidroga.

Ich freue mich nicht, wenn Menschen ins Gefängnis kommen, aber dass die Polizei Dr. Giovanni Serpelloni, den ehemaligen Leiter der italienischen Drogenbehörde (DPA) unter Hausarrest gestellt hat, ist wohl ein paar Worte wert. Er war nicht nur ein guter Freund seiner US-Kollegen, die sich – nach dem Wechsel der Regierung von den Republikanern zu Obama – mehrmals neu zu erfinden versuchten auf dem Gebiet der Drogenpolitik und in der US-italienischen wissenschaftlichen Forschung, die ebenfalls großzügig finanziell unterstützt wurde. Sie wollen den Menschen eine Lektion aus Italien erteilen: „Legt Euch nicht mit Prohibitionisten an. Wir lassen Euch nicht aus den Augen!“

I don’t rejoice about people ending up in prison but the police putting Dr. Giovanni Serpelloni, the former head of the Italian Anti-drug Department, DPA, under house arrest, is worth some comment. Not only was he a good friend of the US counterparts that -after the shift from the Republicans to the Obama administration- have tried to recycle themselves in the drug policy field and in the US-Italian scientific research that has been also greatly funded. They want to teach the people a lesson coming from Italy: “Don’t fool around with prohibitionists. We have our eyes on you!”
