Aux États-Unis, certains États ont dépénalisé la consommation de chanvre indien. Depuis, le débat bat son plein en Europe, et il ne se limite pas à l’usage thérapeutique de la substance. Qu’en pense l’Union européenne quand, aux portes de ses institutions, la culture du chanvre indien – dans les “cannabis social clubs” – et son usage privé sont tolérés ?
